1:A guy at SILPH CO. in CELADON or SAFFRON CITY will give you one, thanking you for saving him after you fight your rival in there.
2:Go to ICEFALL CAVE on FOUR ISLAND and SURF around until you find one. NOTE: THERE IS ONLY 1% chance you will encounter LAPRAS. So catch it before it uses PERISH SONG. (That's what happened to me)
OR JUST GET LAPRAS FROM SILPH CO THEN CATCH A DITTO AND GET ISLANDS 1-7 AN GO TO ISLAND 4 AND PUT DITTO AND LAPRAS IN THE DAYCARE AND YOU CAN HAVE AS MUCH AS YOU WANT!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Answer:they are quite rare. Only found in the Silph Co. (given to you i believe by a man) and in Icefall Cave (wild while surfing). you will find them in the rear of the cave and the encounter rate is about 1%. and to add to it, its catch rate is only 45 :/ so you're gunna need some strong pokeballs and alot of them to catch this beauty [:hope this helped you!By TwilighticecreamAlso a fun fact about them.
