Lapras? Easy!!!! First you have to beat the Elite Four and obtain the national dex. Before you did this there was a man blocking a section of victory road. In that section is a body of water. Swim on it and there is a 75% chance a Lapras will appear.

There is a room in the far back in Victory Road, and you surf around that area until you find one. Or, you can put a Lapras with a Ditto or any Water Group Pokemon and hatch an Egg. Thirdly, you can trade with someone else.
