A 'chef' on a pirate ship was usually not very well qualified. Often they were retired sailors, due to injury and cooked what ever they could with their little skill and materials. They had no really official name other than the 'cook' and as for being the head of cooks, there was normally only one or two.
A legal privateer ship or explorer's ships, mightve had a more official chef.
