go to the front of the city, may/brendan should be standing around. you come near them and they ask to battle. then he'll say the guy you helped used to be a sailor, go to him and talk to him and he'll take you to an island. deliver the letter to the guy in the cave and beat the gym leader. then you can go to slateport and deliver the devon goods.

A) Go right from Rustboro City and through the Rustboro Tunnel, then go to Mauville and then north. Get on the cable car and then head south to Lavaridge. B) Surf north from Rustboro City and go through Meteor Falls. Then go past Fallabor Town and south through the Firey Path and on the Cable Car.
