you get ho oh in heart gold and in soul silver you get lugia. You can still get Lugia in heart gold too, somewhere in the whirl islands, mewtwo, in the cerulean cave, zapdos, in the power plant, moltres, in Mt. Mortar, articuno, in the seafoam islands, kyogre, in a cave near thr safari zone, and dakrai, celebi, and jarachi but i have no idea how to get them! sorry! :)
