There was a "Wally Walrus" in the 1940s to the late 1950s and "Chumley" character in the "Tennessee Tuxedo and His Tales" cartoons in the 1960s .
The name of the cartoon is "The Selfish Giant" taken from the book originally by Oscar Wilde. I remember the cartoon vividly. The only place I found it recently was in oue public libary. Cheers!

I would say NO! If it was Canadian, they would have spelled Winnipeg right, when the guys were going to Canada to buy beer. They are supposed to be in Wisconsin, which is why they all yell, "Hello, Wisconsin!" during the intro.
