Pokemon are determined to be either shiny or normal when you first meet them either when they hatch from their egg or you see them for the first time in the wild. Since charizard do not appear in the wild naturally in Emerald, you will need to hatch a lot of charmander until you find a shiny one. After that you just need to evolve that charmander into a charizard.
The odds are 1 in 8192 (2 to the thirteenth power) when randomly running into a wild Pokemon. This also applies for Legendary Pokemon, except for Zekrom and Reshiram, as Black and White are specifically programmed to make it impossible to run into a shiny variant. Roaming Pokemon such as Latios and Latias are pre-determined whether or not to have shiny values when you start the game. For example, lets say you are playing emerald version or soul silver version, and you meet Latios once, it is impossible to meet a shiny version of it naturally in that game without starting over.
