That is a matter of personal opinion; gameplay-wise, the two games are completely identical. The only difference is that in each version, you'll find 23 different species that appear only in that version, of which 13 are in the Kanto Dex.

Pokémon obtainable in FireRed and unobtainable in LeafGreen are the Ekans family, the Oddish family, the Psyduck family, the Growlithe family, the Shellder family, the Electabuzz family, the Scyther family, the Wooper family, Murkrow, Qwilfish, Delibird, and Skarmory. Also, any Deoxys in FireRed will always be in its Attack Forme.

Pokémon obtainable in LeafGreen and unobtainable in FireRed are the Sandshrew family, the Vulpix family, the Bellsprout family, the Slowpoke family, the Staryu family, the Magmar family, Pinsir, the Marill family, Misdreavus, Sneasel, the Remoraid family, and Mantine. Also, any Deoxys in LeafGreen will always be in its Defense Forme.

Once again, however, that's the only difference between the two games, so which game is better for you depends solely on which Pokémon you prefer to use.
