Well if you put a Pokemon on the poke walker..and i know this isn't much help. buuut if you unlock the hoenn field (for pokewalker course, and i don't know how to unlock it) keep walking and get over 7500 steps and poke radar and you have a probability of 55% of getting skitty in battle ^^ hope that helped.I think you could at a route on pokewalker.

To get Illumise, you have to obtain the national dex and have at least 5,000 watts on the pokewalker. You will unlock the "Hoenn Field" route. Then go on Hoenn Field and use the pokeradar. There is a chance you will find an Illumise.
You basically cannot, period. However, the Pokewalker, included with the DS games Pokemon Heartgold version and Pokemon Soulsilver version, grants you steps when you walk with it in your pocket or on your belt. Get enough steps and you earn a point of sorts simply named the "watt", or w for short. You can use these on the Pokewalker to find an item (need 3 watts), catch Pokemon (10 watts), or save them, and send them back to your Heartgold/Soulsilver game to unlock more routes to stoll on with your Pokemon. Don't worry; you get a watt per every about 15 steps or so.
If you are talking about with the Pokewalker, if you walk a certain number of watts (for me I got my first new road at 65, it might be less) you automatically get them. If in the actual game, you can unlock the first region I think, because you can on Gold/Silver.
