You can't. I believe that you must wait the required time.
However, one trick that I personally have found tricks most time/day based events on the game is saving the game, then changing the time to 23:59, then going back on the game and waiting until the time changes to 00:00. This trick works in the Trainer House in Viridian, apricorn growing/collecting, the Lottery and Buena's Password in Goldenrod.
I have not tried this on the Safari Zone, but I think it is worth a shot ;)
