The trick to finding the 5 Shiny Leaves for a specific Pokémon is in the Pokémon's nature because each nature can only find its respective Shiny Leaves in specific routes such as the Pokémon with the Lonely nature can only find its Shiny Leaves in Routes 10, 16, 25, 27, 38 and 43 whereas a Pokémon with a Serious nature would be able to find its Shiny Leaves in Routes 7-8, 13-14, 33, 36 and 45.

Raichu never evolves. Unless you meant Pikachu, which evolves into Raichu. Or Pichu, who isn't in Leafgreen but evolves into Pikachu, then Raichu.
