The move Mean Look will stop a Pokemon from running from battle. (It's not a TM, but Spider Web works identically. In Generation IV, some Pokemon also learn Block, another Mean Look Clone.)
After you have beaten the elite 4,entei will be runing aroud the region. If you started with Bulbasaur, you can cacth entei. If you started with Charmander, you can cacth Suicune. And if you started with Squirtle, you can cacth Raikou! But you cannot cacth them on the Islands! Hope this helps!!!!!! Tina

Yes, Entei does flee. After your first move, Entei will flee the scene. However, if your Pokemon is at a higher level than Entei (level 41 or higher) and has a move or ability to prevent wild Pokemon from escaping (for example, a level 42 Golbat that knows Mean Look), Entei cannot escape until the higher leveled Pokemon faints or is switched out.
Entei is a roaming Pokémon that will roam all around the Johto region in Pokémon SoulSilver but will never roam around the Kanto region in the game. Entei will be able to flee from any encounters and it is also capable of using the move called Roar so even if you attempted to block it from escaping with the Mean Look move it can use Roar to escape from the battle so you would have to use a mixture of a plan in order to stop it from escaping and then you would need to use a Pokémon with the Soundproof ability so that Roar will not work on it.
One way is to block them from running away. Or you can use false swipe and let them run away. And when you guys cross paths again, you can capture it. But to make things simpler, block it and then try to capture it because your luck might not be as lucky when you try to capture it. So use the move block or some other move. GOOD LUCK TRAINER! :)

unfortunatly, yes. i tried using a dugtrio because it has the special arena trap ability and entei stayed and fought.
If you've already scattered the Legendary Dogs, then Entei will be wandering with Raikou across Johto. Your Pokegear has a map with their heads on it - where the head's located, that's where a Dog is. You have to be on the same route with Entei, then just wander in the grass until he appears. He may move, in which case you'll have to follow them to the next route. I suggest a Pokemon with an ability that will prevent Entei from fleeing, as well as possibly a status ailment and obviously something to knock its health down with. Although if you use a move that keeps him from running, he'll use roar to get away

after you go into the burned tower when all of the Pokemon run away entei and raiku will be in the wild they will be at level 40 and will run away you have to have a move that prevents them from running if your looking for them don't fly to the town were they are fly to a town almost rite bye it and walk the rest of the way
