Yes, you can use the effect of "Swarm of Scarabs" after reviving it with "Premature Burial" or "Call of the Haunted" ("CotH").
If "Premature Burial" was used on "Swarm of Scarabs", then "Premature Burial" will be destroyed and sent to the Graveyard since Spells cannot be equipped to a face-down monster.
If "CotH" was used instead, "CotH" will simply stay on the field. It is no longer "connected" to "Swarm of Scarabs". And essentially serves no function.
In both cases, "Swarm of Scarabs" is independent of the card used to revive them. It will not be destroyed in the card used to revive them is destroyed.
You cannot use Royal Command to negate and monster whose effect activates when it is flip summoned, as Royal Command only activates for FLIP: monsters.
If a face down monster is attacked, then it is flipped for damage calculation, if you flip summon, you do it by choice during your turn. Flip counts for both. For Flip cards like penguin soldier, if it is face down and your opponent attacks it, the effect is activated. For Flip Summon cards like swarm of scarabs, if it is face down and your opponent attacks it, the effect is NOT activated. Both types are activated if you flip summon it. (Also flip activates after damage calculation if you are attacked, so if penguin soldier would be destroyed by the attack, he can't return himself to your hand because he is already destroyed)
