Assuming you mean old DS games, yes, the 3DS can play any of them, as long as they do not require Slot-2, like Guitar Hero.
The 3DS does not have a slot-2, it cannot use any accessories developed for it such as the Guitar Hero addon or the DS lite rumble pack. Those are only compatible with the original DS and DS lite.

Not completely. Both the guitar add-on and the drum add-on are only compatible with the DS Lite because of its GBA slot at the bottom, however you can play vocals using the 3DS microphone.
A 3DS can play regular DS games. The only things it can't play are those that require a DS's slot-2, such as Guitar Hero. Everything else works fine.
