Sony has a strict policy of regional lockouts. NTSC/UC games can only be played on a NTSC/UC machine. NTSC/J games can only be played on a NTSC/J machine. If you are serious about wanting to play games that are out of the U.S., mod chip or swap disc is the only solution or you can try tracking down a foreign PS2.

I am facing the same issues, the wii console is -Region- locked and will play only those games bought from that region. Very tough indeed. Not 100% reliable. Better buy your region games only. Also, make sure that if your Xbox is for eg: Ntsc-J, then mostly only Ntsc games will work. Same with Pal etc.
