I haven't played the game yet, but from the campaign videos I've watched it seems that the areas you play in are somewhat large, but all in all it looks quite linear and straight forward. I also haven't played the first game either but I can assume it's an open world. Since the first game is based in a jungle it would be alot easier to create the environment since it's all just trees, bushes and grass which you would be able to fill an island with and not put too much stress on your computer. Now the game is based in modern city with varying buildings, architecture, vehicles. All of which have to be in HD, so if they made the map even a quarter the size of New York that would put a ridiculous amount of strain on your computer (assuming that you have a good quality gaming computer). Plus Crytek shipped Xbox 360 and PS3 versions of the game and as sad as it is to say this but I don't think the Xbox or PlayStation would be able to handle that much. So to answer your question....no, it's not an open world game.
