The relocator only allows you to import Celebi, or the 'crown' Raikou, Entei and Suicune, so that you may trigger the Zorua and Zoroark events.
Basically the relocator is there so you can get Zorua and Zoroark to play the main plot with, before the game actually lets you transfer other Pokemon using the Transfer Lab.

you can use a relocater or if u want a shiny suicune then here is what you do, go to gamestop pull out your dsi or ds and make sure you have the game , then go to mystery gift and select recieve gift then select get via wireless or get via nintendo wfc if either of them wont work because its 2 late
