you need to raise your blastoise's friendship to MAX. to do this you can: LV.UP give it vitamins such as: hp up, carbos,zinc,calcium,or protein. you can get your pokemon massaged by daisy ( gary/blues sister) until the lady lets you. It works!

Go to Celadon City and enter the Celadon Mansion left to the Pokemon center. You'll see a green building, enter the building and on the first floor there will be an old lady surrounded by Pokemon. If you have done all three of those things I see no reason why she wont give you the tea.
