Make sure you've completed all the marriage requirements. Which are:
Have a Red Heart with her
Complete her Heart Events
Upgrade your house twice
Buy the Wife's Bed
Unlock all 23 main islanders
Also Nathan and Alisa must currently be living on the island. They are the ones who preform the marriage ceremony so if they are not there you can not get married. Even if you have completed all the requirements no one will accept your proposal until Nathan and Alisa move back.

There is a way to get them to accept it, when you give them the item and they say "Oh no I couldnt" or something like that you have to do that for the next 2 days and they will accept it on the 3rd day.

Are you friends with the Harvest Goddess? Is your island 50% complete? Have you met all the main characters? (including Mark) You must be friends with the harvest goddess, upgrade your house and most likely your island will be 50% complete ( if you do not know how to check just go to menu, assets and at the top screen you will see it!) FYI before you propose please make sure your main characters are all there andif he still does not accept, try giving some more gifts... if it still does not work than... find some one else!
