An1me freak here. I hope i can help. you know the little map that you can obtain on your poketech? he'll appear on that one. PS. when ever you go to a new route, he'll move so what i did wat go back and fourth until he was in the same patch of grass as me but use a Pokemon that has mean look or the ability arena trap. let me know if it helps or not...
