Pot of Greed provided easy access to "Hand Advantage". It was seen as "broken" as with the cost of one card (that being Pot of Greed itself) it could turn into two more cards providing an advantage to your opponent. To date, Hand and Field Advantage is critical to the top (Tier 1) tournament Decks.

For example, Jar of Greed allows you to draw one card from your Deck. However, it is not considered "broken" because the cost of drawing the card is Jar of Greed itself, resulting in the same amount of cards that you started with before you Set Jar of Greed. This is coupled with the fact that it is a Trap Card; therefore, it must be Set on the field before it is activated.
