Blue Discs will probaly not work on you PS2 because yours is the older version of a PS2 or the laser that reads the disc is not level.
Try putting Duct Tape (About 4 peices inch long) around the center circle. The reason I say that is because Blue Discs are slightly lighter than the silver ones. In some cases it may not work, but you should try it. It worked for me!
If none of that works, I advise you to trade in your games that are blues discs and get the silver ones.
If you mean Blue-Ray Discs it is because it is a PS2 and not a PS3 which is the only PlayStation game console that plays Blue-Ray discs

The GTA 4 would not run in the PS2. It has nothing to do with the disc alone and is also the software although the PS3 games are on Blue ray discs and the PS2 does not read the disc that is not the only reason that the games will not work.
