There could be multiple reasons:
Check your DirectX to see if it is update or perhaps Steam no longer supported Fable the Lost Chapters.
If check the officlal Steam forum for the game and its lacked support. then you know that the game is no longer supported.

I don't believe you can because the maps are only downloadable from the Steam Workshop, not the PS Store. I hope they have a way soon but for right now it is only for PC. If you bought Portal 2 new you should have a redeem code for a free copy of Portal 2 on Steam.
Judging by appearances only, Fable I and Fable: The Lost Chapters is set in Medieval Times. Fable II takes a more 1600-1700s Colonial feel. Fable III has a very steam-punk, 1700-1800 Industrial Revolution atmosphere.

If you have a game or something you have bought or installed it doesnt even have to be a game can be a program like a ventrilo for voice chat. It can be added to list of programs into steam so when you open steam you can just double click the program and it will start without you having to search for it. it shoud be in top left conner where you can add a program to steam selection.

If you bought retail games, you don't need it, but if you want you can download steam app and register your game on steam app. I bought COD 4 retail which means that I bought CD at gameshop in downtown. After installed my game without steam app. but I registered my COD 4 on steam app so I can install my COD 4 without CD.
