There can be many reasons.
- Some game databases cant be decrypted because of security reasons.
Some games are secured against hacking.
if this is the reason then you should try a other cheat engine like "Tempar".
- Your custom firmware needs to be up to date to enter the database of newer games.
- If you got a cheat from someone else it can be that the adress in the game has been changed.
It's always best to make your own cheas with cwcheat or tempAR.
- Don't enable to many cheats at the same time.
Test every cheat in your cheat database and delete the once that freeze your game.

No, But If Your PSP Freezes or something you can take out the battery then put it back in You Can Also Hold The power switch for about 10 sec. Justs restart the PSP and like taking out the battery!
I assume you mean Ifrit and if it freezes there is something wrong with your UMD.
