There are 2 probable options.
The first, which is more likely, is that, literally, there aren't any pokemon in your PC; if you were trying to send your party pokemon, then put those pokemon in your PC. I don't think you can transfer with less than 6 pokemon in your PC; you also must have at least 6 spaces in your PC in the game with the pokemon being transferred to.
The other reason is simple; your game is glitching up. You just can't transfer. Sorry.

Your boxes increase after you max out the first 8.
You have to have space in your party for captured Pokemon. If you don't they go to the boxes in your P.C in the Pokemon center.
1. put Sapphire into the bottom slot of your DS and your Pokemon (pearl, diamond, platinum, HG, SS) into the top slot.2. make sure that the Pokemon you want to transfer are inside boxes in your sapphire game! 3. turn on your DS game and go to the main menu. 4. select "migrate from sapphire" on the menu. 5. select the Pokemon you want to transfer (you gotta pick 6) and it'll save your games 6. when you go back to the main menu, your Pokemon should be in the pal park.
