In fact, I found it to be the other way round. If you are able to go to a 1500+ experience world - a world where only people with 1500 or more total skills can enter - you will find about 10 times less of annoying behaviors such as begging for money, advertising, or offers to double money and other scams. The reason for this, I suspect, is that a high-level player has usually invested a lot of time in his account, and will be less likely to risk his account from being banned by unacceptable behavior. (Note: unfortunately, begging is not against the rules, but if it is overdone, a player can be reported for "disruptive behavior".) Strangely, you'll still find a few people trying to scam others, even at such high levels.

here's the best way to get a high level runescape acount. make an acount train all skills to 70 then train bandits till you have 99 in every combat skill. now you have a high level runescape acount :)

NO. There is no end to runescape. It does not have runescape levels like level-1 or anything. It is a free form game where you try to get high skills and a lot of gold. The point is to be sucessful.

There is no tactic to it, it's up to the players if they want to join or not, most high-levels are either already in a clan or they just don't care about clans or just see no point in it unless they go Kq'ing etc.
if you're p2p with high levels, I suggest Armored Zombies. If you're a f2p player, I recommend ankous or minotaurs in the security stronghold(barbarian stronghold).
