you can first go to the girl in saffron city named copycat then she will give you a train pass if you get her clefairy doll in vermillion city in the Pokemon club then talk to the guy with the clefairy doll then he will give it to you then go outside then steven will come to you when you get outside then he will tell you about latias then go back to saffron o to the silph co. then he is their and will give you one of professor birches hoenn starter Pokemon.
