You need WarioWare D.I.Y. Showcase which you can buy from the Nintendo Shop Channel (or something) and you need WarioWare D.I.Y. for the NDS.

You either need to go through a bunch of trouble to download the Wii Homebrew channel, get a DS emulator for said channel, and WarioWare DIY ROM (illegally) for said emulator. Or you can buy WarioWare DIY Showcase through WiiWare. (this IS legal.) However, WarioWare DIY Showcase does not allow you to MAKE the games--just play them and download them.
