Well, if you mean why are there so many "unusual" designs, it is really up to what they are based off of. There are pokemon that are based off of some Japanese cultures. Some are based off of places, such as Coffing and Weezing being based off of the toxicity of the air there (They were originally going to be called La and Ny because of Las Angelis and New York). Some are simply inanimate objects, such as Nosepass (a compass), Vanilite (ice cream), and Grimer (toxic waste). There are lots of different designs mostly because they wanted to appeal to lots of different tastes. I mean, I don't really like Magcargo, but I know people that love it.
