First, you battle everybody on the first floor. move down to the second floor. battle the rocket grunt there. If you want to you can move through that maze of green arrows on the left. There are a few useful items in there. Move on to the third floor. Move through the the maze with the green arrows to get to the steps that lead to the fourth floor. Now go up and battle the rocket grunt north of the steps. When defeated, he will drop the lift key. Take it and make your way back to the second floor. Go through the maze with the green arrows and make your way to the elevator. It is south of the steps to the first level. For extra experience points, you can ride the elevator up to the first level and battle the rocket grunt to the left of the elevator. Then ride the elevator to the fourth floor and battle the the two rocket grunts guarding the rocket leader. Then battle the leader, when defeated he will drop the silph scope, pick it up. If this doesnt make sense, go to youtube and type in team rocket hideout walkthrough leafgreen or firered (I don't know which one you have).
You need to beat the first seven gyms first. After that, you need to go to the underground in Goldenrod (Which Team rocket has taken over) to get a Rocket uniform. Head to the tower, and talk to the rocket on the first floor. After you defeat Team rocket, you can access the whole tower. If you mean the Tower in Lavender Town, I don't think it's possible.

I think any one can easily ride a pocket rocket. They are extremely slow and have almost no power. They are also very easy to ride with a twist and go operation. So a 9 year old would be fine on a pocket rocket.
