You need to beat the first seven gyms first. After that, you need to go to the underground in Goldenrod (Which Team rocket has taken over) to get a Rocket uniform. Head to the tower, and talk to the rocket on the first floor. After you defeat Team rocket, you can access the whole tower.
If you mean the Tower in Lavender Town, I don't think it's possible.
