I'm not certain whether you're referring to a specific game of that name (that I've never heard of before) or the general practice of forcing someone defeated in a scuffle to "say uncle".

If it's the latter, it was the probably the ancient Romans. In their culture, the patruus, or father's brother (they had a different word avunculus for a mother's brother, and it's from this word that we get the English word "uncle" that we use no matter which side of the family they're from) was generally regarded as someone deserving of a great deal of respect. Forcing someone to call you patruus was essentially equivalent to telling them "say I'm the boss of you."
