I would say that a totidile is because once u get it to level 36 it is a combination of water and dark type.
na i think the fire type is the best because it beats grass and if stong like lvl 80 it can beat water
either one of those is best, just dont choose the grass type. its one of the weakest ones in the whole game.
any starter could be the best depending on how you train it but i will say for sure the grass one is the worst. the only good thing is that it can learn a hole bunch of hm's
