Palkia is a Dragon/Water type, so Electric type attacks would be normal against it.
Electric is not very effective against dragon.
I'd say their even. You can't exactly compare them Stat-wise due to Palkia being a Sp.Attacker and Zekrom being a Physical Attacker.
Personally, Its up to you. Go for Palkia if you want a Special Attacker or Zekrom if you want a Physical Attacker.
Both are Dragon type, so they can be super-effective against eachother in battle. Although Zekrom's special move(s) are Electric type (Fusion Bolt and Bolt Strike) he can learn a variety of Dragon type attacks.
Palkia's special move is Dragon type (Spacial Rend).
