Pascal is an otter (I think) who is a born advice-giver. He hangs out by the ocean, on the miniature peninsulas, or on the bridges across the river. He shows up on weekdays between 6 AM and 6 PM. If you give him scallops he'll give you rare furniture. If you don't have a scallop, don't bother talking to Pascal--he'll just spout out some random, nonsensical advice, jump in the river and swim away.
