After fixing the Network Machine on One Island, you can trade a Mudkip from Pokemon Ruby or Sapphire. You can't catch a Mudkip in Pokemon FireRed.
You could either use a game manipulator (a.k.a Action Replay, GameShark, e.t.c.) NOT RECOMMENDED, or trade with another player who is willing to offer a Mudkip.

You cant get it , Only in Ruby and Sapphire . What you can do is , Go to Global Trade Center and check for it , Then try to find the Pokemon he or she wants , and Trade it for Mudkip . Hope i helped .
