It depends on what media you look at. In Sonic X, it is said Rouge has a big crush on Knuckles she will never admit to. She is seen flirting with him on numerous occations, not only in the show, but in Archie Comics, and Video Games. Although it is only said through the show that she likes Knuckles, it is never really comfirmed through other media. But most of the time, hints are given.
