Poliwrath is good when you use it for battles against wild pokemon, trainers and gym leaders. Politoed in the other hand is better when it comes to the contests.
Poliwhirl evolves to Poliwrath when you expose it to a water stone while it can also evolve into a Politoed when you trade it holding a King's rock. Overall I would recommend a Poliwrath because it is dual type and is stronger. It will get STAB on fighting type moves.

Here are my reasons: 1. It's a dual type pokemon. It's a Water/Fighting type. 2. It gets STAB in fighting type moves which Politoed cannot. 3. Poliwrath is the last form for poliwag if you used a water stone when it was a poliwhirl. However if you have poliwhirl and have it hold a kings rock then trade it it will evolve to a politoed.
