Both the games are the same difficulty or its personal opinion,Though in Ruby you mostly see team Magma and can catch Groudon,Were as Saphire is Mostly team Aqua and Kyogre is able to be caught.
(Team Aqua mostly use Water types whilst Team Magma are known with Fire)
