One opinion believes Chimchar is the better option but states that it, Piplup and Turtwig are all cool and neither one is stronger than the other one however they wouldn't pick Piplup, they would choose Chimchar or Turtwig.

One opinion states that Turtwig is the best between it, Chimchar and Piplup since once it evolves, it will become a Grass and Ground type which can beat Piplup which is a Water-type and because of its Ground-typing, it can also handle Chimchar since Chimchar is a Fire type and Chimchar being a Fire type doesn't do well against Ground types.

Example: if you get chimchar your friend (on the game) will get piplup, and chimchar is fire so piplup will win because it is water. Same thing with turtwig, he will get chimchar and grass is weak against fire. But with piplup, piplups only weakness is electricity and niether chimchar, or turtwig is electricity so piplup is your best bet.There is a cheat to get all three of them but I don't know it so the only way you can get piplup if you already have chimchar is to trade with someone who has piplup.
