- It sort of depends on the Pokemon you like the most.Well,..... actually you get lugia first if you get soulsliver and if you get heartgold you get ho-oh first but it is 2 games in one so you get both lugia and ho-oh in ether one plus moltres,zappdos,articono,rikou,enti,and suicane(witch in my soulsilver gamei just caut)etc.In my game soulsilver i beat red(known as Ash) his lowest is like level 80 i had my highest was level 71 i thought i would have been toast but no i won and if it wasn't for luiga i would have never won but i personaly like soulsilver better.
HeartGold. You can first catch a Ho-Oh, which is holding Sacred Ash, which works wonders against the Elite Four. Plus, Ho-Oh looks epic. Edit:and hes fire not water psychic but if you get soul silver after getting all 16 badges ho oh is level 70 if you get heart gold lugia is level 70 i think ho oh is better heart gold much better i mean who wants a deli bird

∙ 10y agoSince HeartGold and SoulSilver are part of the same pair of games, there are only a handful of differences between them, though probably the most noticeable are the version-exclusive Pokémon.
It's all a matter of personal preference.
