The only move that Abra can learn is teleport, however you can teach him TMs. When it evolves in Kadabra at level 16, it learns its first move: Confusion.
Abra cannot learn Rock Smash. Abra can learn some TMs which help a lot as it doesn't learn any attack moves by itself until it evolves.

The United States has quite a few magic camps for children to attend. Abra-Kid-Abra and Magicana are two examples of wonderful places that will teach your children the fun art of magic!
Abra learns nothing but Teleport. You have to evolve it at level 16 into Kadabra at which point it learns Confusion. What a lot of NPC's do is teach their Abra Hidden Power with the TM10. I'm not sure how to get it except in Sinnoh I know it's in the trainer school.

No. All TMs and HMs do is teach your Pokemon a move.
When you catch it, just leave it in daycare until you can go into one of the big shops that sell TM's, by the elemental punches (ice, lightning, fire) and then teach them to Abra. A level 50 Abra was basically all I needed to beat the Pokemon league in gold, and hoping emerald =)
