there is no such thing as rock break or if you mean rock smash it is not a hm. if you want to get rid of the huge rocks you need strength

You can't. for some reason they did make rock smash an HM in gen 5.
I have "Rock smash" with a level 13 Geodude But when I press the interact button it does the same text (It looks like a pokemon could break this)
You do not break it. You need to get Oak's Letter and go there to trigger an event.
