Actually magmar can be found at mt. silver. It's pretty rare though...

I did get a Magby (Is already evolved in Magmar and is lvl 43) and i did visit the Day care man in Goldenrod citey, i want like to breed my 2 donphans (for phanpy), but i did get a egg, and as you did have make 2500 steps, it will hatch and it will be magby (lvl 5)!
