The writing that's blue, RIGHT click it then go save target as. Ok now its on your desktop (or wherever you want it to be). RIGHT click the file and click OPEN WITH... then choose the bullet point with "SELECT FROM PROGRAM FROM LIST" then choose internet explorer (or mozilla firefox) =] its offline ;] HAVE FUN!
