How do you get a lilleep?
To get a Lileep in Pokemon Ruby, Sapphire and Emerald you need to revive a Root Fossil. The Root Fossil can be found on Route 111 however choosing it will cost you the ability to get the Claw Fossil. Alternatively you can trade for a Lileep from another game if you've picked the Claw Fossil.
Pokemon emerald fossil?
In Pokemon Emerald, both the Root and Claw fossils can be obtained. One may be selected at Mirage Tower and the other will be found at the end of the Desert Underpass.

You have to go to route 111 there is a tower. at the top you'l find the root fossil. take it to the denvon compony and give to the fossil guy on the second flour. he will reserect it.

after beating the elite four , go to fallabour city and enter the fossil maniac's house.... enter the cave behind the maniac and go straight to the center of the cave.... there you will find dittos which are lvl 35 and above..... if you go still forward you will get the other fossil which you did not choose..... ( if you chose root fossil you get a claw fossil and if you choose a claw fossil you will find a root fossil)
