You have to go to Floarma Town first. Then go to the bridge East of Floarma Town. Use Surf when you are at the bridge. When your in the Water, head West and follow the path of the water. Keep following the path of water until you've reached "Fuego Ironworks". Then, get out of the water and search for Magmar in the Grass. Magmar is between level 27-31. I know that's kind of impossible because Magby (First Evolution of Magmar and Magmatar) evolves into Magmar at level 30. But it's true that Magmar is level between 27-31.
