I'm not sure. But if you catch a Gastly in either Burned Tower (Ecruteak City) or in Sprout Tower (Violet City) and train it, you Gastly will evolve into Haunter at level 25. To get Gengar, trade your Haunter and it becomes Gengar.
Rattata are the only Pokemon in both Sprout Tower and Tin Tower are you sure that is where to catch Gastly?
Gastly is in there only at night with an 85% chance to find in Sprout Tower and 80% chance in Tin Tower. They are stronger in Tin Tower.
