You can't. In Ruby, Sapphire, and Emerald you can only buy items, TMs and dolls.

Sadly, no. There is something like 93 TMs and more than 1000 moves in all. And you have the 8 HMs, which you can count as more TMs. So there is around 101 TMs + HMs total.

yes. he can erase both tms and HMS which is useful since the game won't let you replace them with naturally learned moves.
