Well, i don't have soul silver i have heart gold but i went to goldenrod city and go to the very top almost like you leaving goldenrod city and go right. Then you should see a place with a flower as an icon painted on a billborad or what ever and talk to the lady in the ponytail and do what ever she needs you to and you have it! (sorry if its not exactlly how to get it it's been a while since i did this...)
